Municipal Taxes
The blue section of your property tax bill is the Municipal Taxes.
This is the taxes that the Town collects for all the municipal services it provides, including operations, capital projects, and debt re-payments. This is all determined through the Town's annual budget (financial plan). It determines all the expenses to operate and to complete capital projects, all the other types of revenues the Town generates (operating grants, capital project grants, reserve funds, sales of services, etc.) that offset the total expenses estimated for the year, and the remaining amount is what is needed through property taxes
The amount required of municipal taxes is calculated using the following formula:
Portioned Assessment x Mill Rate (tax rate) / 1,000

- General Municipal is the base property tax rate applied to all taxable properties in the Town to fund general operating costs. This includes Legislative, Administration, Operating grant to the Ste. Anne Library, Grants to community or other organizations (i.e. Villa Youville, Food Bank, Seine River Services for Seniors), the operation of the Arena, Curling, Skateboard Park, Tennis Courts, and Splash Park, Animal Control Services, RTM Daycare, Liability Insurance, an Assessment Charge by the Province of Manitoba for providing Assessment Services to all municipalities.

- Special services covers all road maintenance, sidewalk maintenance, bridge maintenance, grass cutting and weed control of the Town's parks, greenspaces and playgrounds, snow removal services, street lighting, fire protective services, police and by-law enforcement services, storm sewer and ditches maintenance, and recreation support services.
- Waste and Recycling Levy covers weekly Household waste collection, Recycling collection, and Yard Waste collection services.
- Debt repayments are all other by-laws listed for the repayment of borrowed amounts (loans) that the Town required to complete large scale capital projects to maintain or improve the service levels being provided.
- Net Municipal Taxes is the total amount being collected by the Town for all the services provided by the Town, in order to maintain the current service levels. This includes their operations, and required improvements to assets (i.e. machinery, equipment, buildings, road pavings, new sidewalks or multi-use paths) to continue providing services.
